I'm not sure what kind of math you're using here. What's the population of the place selling the ticket have to do with the eventual prize. If you were playing a scratch-off ticket and won $50,000, you wouldn't divide that by the population of the town you bought it in. Or maybe you would..... 
A scratch ticket is different I believe...
i could be wrong but how else does Powerball etc offer such large jackpots without the people playing?
I thought it was a way to put it into perspective... Australia = 20 million, USA = 250-300 million?
